Kahandaliyanage Attempts Impunity: Move To Appoint Stooges To The Board Averted

Dr Athula Kahandaliyanage, the Chairman of Sri Jayewardenepura General Hospital today attempted to illegally remove the three specialists serving the hospital Board quoting Rajitha Senaratne, Minister of Health, Colombo Telegraph reliably learns. 

In an unprecedented move, Kahandaliyanage convened a specialists’ meeting stating that Rajitha Senaratne has “ordered” the removal of the three specialists representing the interest of the hospital, namely, Dr Kanishka Indraratne, Dr Madhava Karunaratne and Dr Prabhath Ambawatte. These three specialists have consistently stood against the illegal appointment of Dr Susitha Senaratne, quasi director, political stooge of the minister. Kahandaliyanage further attempted to illegally appoint three stooges of the quasi director to the Board.

Pretend ‘Terminator’: Kahandaliyanage 

Dr Senaratne, a medical officer with no academic or professional qualifications has been illegally occupying the office of the director of SJGH since 2015 and his non-existent ‘appointment’ has been questioned by the COPE on two occasions and has been challenged in courts in an ongoing court case. It is reported that today Kahandaliyanage attempted to pretend that the Board was ‘terminated’ before time without any documented evidence. “Over 30 united specialists of the hospital categorically challenged Kahandaliyanage and the quasi director and asked them to leave the meeting without further delinquent behavior which they had to meekly comply with,” multiple sources within the hospital confirmed.  

Three Honest Specialists: A Threat To Senaratne

As the next court hearing is pending on 23rd October 2018, Kahandaliyanage is trying his best to get rid of the three honest specialists standing up against impunity before that day. Kahandaliyanage is infamous for forging documents, falsifying evidence and misguiding the judiciary with regard to this issue is trying his best to prevent the three sitting specialists from making their separate representation in the courts. Kahandaliyanage, for whom administrative criminality is second nature, documented by his challenged appointments in the ministry of health and removal from a post graduate programme due to deceitful entry has been the biggest protector of the quasi director Senaratne. 

Attorney General’s Department Refuses Defending The SJGH Board

Susitha Senaratne, the quasi director of SJGH was banned from sitting at the Board of the SJGH by court verdict CA WRIT 184/2018. 

The rest of the Sri Jayewardenepura General Hospital Board consisting of political stooges, namely, Dr Athula Kahandaliyanage, Prof. Janaka De Silva, Eng. Chamath De Silva, Accountant Nanda Lalith Senanayake, R. Serasinghe , Deputy Director General ,Ministry of Finance (one of the accused of the Lalith Weeratunga Sil Redi fraud) have been defending this act of stark impunity by retaining a private lawyer Manohara De Silva at the cost of Rs 400 000 per sitting. The Attorney General’s department, recognizing the illegality of this quasi appointment has refused to appear on behalf of the Board of Sri Jayewardenepura General Hospital. 

Rs 400 000 Per Sitting Spent On Defending A Lackey

The three specialists named above have been consistently resisting all the delaying tactics, illegal documentation, forgery of documents, misinforming the Board and the courts carried out by Kahandaliyanage to protect Susitha Senaratne. They have unanimously protested the spending of vast amounts of hospital money on Monohara De Silva to defend an unqualified political stooge whose only qualification is that he is a lackey of Rajitha Senaratne.

Kahandaliyanage Violating An Act Of Parliament

The Sri Jayewardenepura General Hospital Board Act of Parliament No 54 of 1983 clearly lays down the guidelines for the appointment of Specialists to the Board. Section 3 (a) (iv) of this Act clearly states that the Board shall consist of “three persons elected by the Consultancy Staff of the hospital among its own members”. There is no provision given to the   Minister to remove consultants for disagreeing with an unlawful act of rest of the members. Nor does it make provisions for the Minister or chairman to direct independent specialists as to whom they must elect to the Board. 

Stooges In The Shadows

Colombo Telegraph reliably learns several specialists who are beholden to the quasi director and Kahandaliyanage are awaiting in the shadows to creep in to the Board. A series of administrative, financial and personal transactions between these specialists and the administration has bought their loyalty. These amount to tender irregularities, illegal personal favours extended to offspring, authorization of unlimited leave locally and abroad for pharmaceutical industry sponsored family trips, facilitating irregular equipment and consumable purchase, allowing underhand trading and pricing and facilitation of illegal private practice within SJGH. It is reported that one of these specialists has not sat in the clinic for the public in months and does not attend to any life saving procedures for emergencies, merely sending post graduate trainees to the rescue. 

One specialist told Colombo Telegraph who wished to remain anonymous for obvious reasons said: “Ad hoc dissolution of the Board to meddle with the members would amount to contempt of court in the middle of the court proceedings,”. “The so called director Susitha Senaratne is ‘appointed’ to the Board as a member nominated by the Minister, and NOT as the director. If the Board is dissolved, he too will go along with the ministerial appointees. Susitha Senaratne has no shame. He is hanging on to this office like a desperate leech, ” the specialist further said.

    and when does the validity of appointment end?

      By the way, Rajitha is a dentist but he has signed as Dr Rajitha…………… Has he got a PhD?

        Hey, stupid! Then how is a dentist addressed? What would you call a dentist when consulting one with your smelly rotten mouth Mr.????? Everywhere else in the world, dentists are known as doctors.

        Didn’t you know…. for some reason dentists in Sri Lanka always apppropriate the ‘Dr’ title, whereas dentists in most parts of the world are content to accept that they are ‘Mr’.

          Manel,
          Academically, use of the term “Dr” is based on one’s awarded degree. In England and Australia for example, the medical degree confered is Bachelor of Medicine Bachelor of Surgery (MBBS) or BDS. Therefor those degree holders could not be addressed as “Dr” as their degrees are considered “bachelors”. In the US, Germany, Canada etc. these degrees are post graduate and are called Doctor of Medicine (MD) and Doctor of Dental Sciences (DDS). Hence they are addressed as Doctors.
          However, in UK, Australia and other countries who award MBBS or BDS address them as doctors due to social recognition of them as involved in a Honorable profession of curing the sick. .

            Dear Eusense

            I appreciate your explanation & stand corrected about the situation some parts of the world, but my own personal experience in England, as far back as the 1940s, was that dentists were addressed as ‘Mr or Miss or Mrs’.

            From what you say the practice may have changed in recent years. Or perhaps the dentists I knew didn’t have the higher academic qualifications.

            And I wonder how many dentists in SL today have them. Do you think Minister RS has a post graduate qualification?

            Incidentally, having lived in a university environment most of my life, I do know that the use of the term “Dr” is “based on one’s awarded degree.

            Strange — I wrote a long response to Eusense and it seemed to have been posted successfully, but it is not here.

            I will try to remember the gist:

            Thank you for your patient explanation.
            Having spent most of my life in an academic environment I am aware that, academically, the use of the term ‘Dr’ is based on one’s awarded degree. However, it is also the accepted practice,
            in certain countries, at least, to address ALL those who have only a first degree in medicine as ‘Dr’.
            In the case of England (I don’t know about the rest of the UK), judging by my own experience, back to the 1940s, dentists were addressed as ‘Mr’ or ‘Mrs’ or ‘Miss’. In fact, in the 1970s, I had an Australian dentist there and he was always addressed as ‘Mr’, even by his nurse.
            But, who knows? Maybe I am behind the times and things have changed

            Anyway, do you know if the dental minister has a postgraduate degree, even just a Master’s?

      Senaratne has BDS degree from Peradeniya and a PhD from a Russian Institute (Wikipedia) – honorary.
      But he has not yet learned to date his letters.
      His stooges are taking advantage of his ignorance.
      Such people survive because the SJGH is a private entity, allowed to charge fees.

        In the rest of the world people do not append the title ‘Dr’ when their doctorate is only an honorary one. I wonder when people in Sri Lanka first began to do it.

    Civilised governance in the country collapsed long ago. What we see is the running
    of the administration – including key hospitals – by political zombies driven by personal agendas and naked corruption Gamaralaya has realised this and spares no time in jumping the first plane to any country that will tolerate him. These are usually very poor countries that matter very little in the world stage. Gamaralaya packs the planes with ill-educated pandankarayas with the invite “varella, kapalla, beepalla, jolikarapalla. Anda ape athe – bedaganilla” Eventually the bill has to be paid by 20 million suckers – still recovering from the drunken hangover flowing from that “magnificent war victory against the Demalu 10 years ago” The very thought of that victory is sufficient to satisfy the deep prejudices of the yakkos – never mind reason or rationale. Any regime that teaches the Demalu a lesson must be protected and is free from all blame is the justification.

    As to the Rupee biting the dust, who cares? The Medamulana Mafia, in that respect is clever. They have banked their massive loot overseas (Seychelles, Mauritius, Singapore, Toronto and elsewhere) in Dollars and hard currency so that what happens to the downward hurtling Rupee bothers them not. Nice – no?

    BTW, wonder whether those myriad of Doctors who are trying to crucify the Cardinal ,are not looking in to the Human Rights of the poor in non paying wards at the JPH..
    I mean our dalits won’t get to even see the inside unless they are really seriously ill.

    Dr. Kahandaliyanage should know better. I grew up in his neighbourhood and he was not the manipulative type. I guess power goes into the head of all human beings.

    As I said, he MUST KNOW BETTER.

    Rajeewa Jayaweera: Good observation. Yet, read the last sentence: “Please acknowledge the receipt of this letter”. (1) If acknowledged as requested there would have been a date of acceptance. Knowing, both the “Appointing Authority” and the “Receptionist” to be of “Dubious” (, meaning of questionable value and quality) types, there is nothing to make us more surprising than we are as of now and then. (2) The “Missing Date” could be yet another “FRAUD” very well planned to “Circumvent” an impending question that would be raised as regards the very job offered. Any thing is POSSIBLE and must be EXPECTED within this whole camouflaged “Yahapalanaya” “Business Venture”. One day, it is destined to explode in double the strength of “Meetotamulla Garbage Dump”.

    I was listening to one O/L failed dumb Minister talking about how they build houses To Tamils in tge up country. IT is pretty certain that Digambaran is busy Tamillizing the upcountry. They say, they want to bring back Graduated Tamisl from Refugee camps in Tamilnadu (How do they prove it. The govt knows they can not stop it). They say, Graduates from North and East need to be employed where they live. They want to build everything Tamil. they also acknowledge that Tamils from the Upcountry have settled in Wanni ( those days Tamils left to India Back was bring back from TaliMannar and settled in Wanni). Besides other smuggling points are Nallur Temple and KAchchathovu Festival.

    As for the undated letter of appointment I tend to agree with DOUGLAS above.Not entering the date was on purpose,with a hidden agenda.
